Vicky Lovell, Ph.D., is a senior policy analyst with the California Budget Project in Sacramento, CA. Her research focuses on workforce development programs, unemployment insurance, and work supports. Before joining the CBP, Dr. Lovell conducted research and provided technical assistance on paid time off policies, employment, unemployment, and work supports — "particularly as those issues intersect with gender and class" — as the acting director of research and the director of employment and work/life programs at the Institute for Women's Policy Research in Washington, DC. She has testified before numerous Congressional and state legislative committees, and her research on sickness leave has been foundational to understanding of the need for, and likely impact of, minimum paid sick days policies. She received a Ph.D. in public administration and policy from Portland State University in Portland, Oregon, and a bachelor's degree in liberal arts from Pomona College in Claremont, California.
