Bio

Joycelyn Tate is a leading voice and advocate for fairness, accountability and transparency in the development and use of AI and addressing algorithmic bias and online privacy. As the founder and CEO of TS Strategies, Joycelyn leads advocacy and initiatives for organizations seeking to advance access to broadband and technology in marginalized communities, and eradicate exploitative data practices, discriminatory algorithms, and invasions of privacy.

Joycelyn has been called upon by Congress to advise on the impact of artificial intelligence on marginalized communities. She is a requested speaker at conventions and conferences where she discusses accountability and transparency in the development and use of AI, algorithmic bias, online privacy, and importance of civil rights in technological innovation.

Joycelyn is the co-founder of MakeIT4Change (Make Information Technology for Change), a non-profit organization that provides public education and awareness about the opportunities and challenges presented by technology and promotes the use of technology for social good.

Joycelyn previously served as director of telecommunications, broadband and technology policy at the Multicultural, Media, Telecom, and Internet Council and in the offices of two U.S. Members of Congress where her portfolio included telecommunications and technology.

Joycelyn's appointed positions include serving on the board of directors of the Universal Service Administrative Company, as a member of the Federal Communications Commission’s Communications Equity and Diversity Council, a member of the U.S. delegation to the United Nations World Conference on International Communications, and as a member of the International Telecommunication Advisory Committee at the U.S. Department of State.

Joycelyn has authored numerous articles in publications including The State of Black Women in the U.S. 2014, 2016, 2017, 2018, 2019, 2020, 2021, 2022, 2024 and The Impact Report: Essays on Women in Tech and Telecom by Leaders in the Field (2025). Her numerous publication titles include, Gender Disparities in AI: Addressing the Challenges, Telehealth and Artificial Intelligence: A Combination that Could Worsen Racial Healthcare Disparities for Black People, Hacking Democracy: Voter Suppression Has Gone Viral, and Digital Discrimination: How Algorithms Reinforce Race & Gender Bias.

Joycelyn earned a J.D. from Columbus School of Law at The Catholic University of America, a certification of specialization from the Law and Technology Institute at the Columbus School of Law, and a B.A. from Howard University.
