Hillary Blout is the Founder and Executive Director of For The People, the national nonprofit working with prosecutors to safely bring people home from prison. In 2018, Hillary drafted and secured the passage of AB 2942, the first Prosecutor-Initiated Resentencing law in the country. She is the leading national expert on Prosecutor-Initiated Resentencing (PIR), an emerging area of law enabling prosecutors to facilitate the safe release of people in prison when appropriate.
PIR legislation has passed in five states (California, Washington, Oregon, Illinois, and Minnesota), and over 900 people have been resentenced with a second chance at freedom.
Hillary was previously a prosecutor under then-District Attorney Kamala Harris. Her areas of expertise include criminal justice reform, prosecution, sentencing, resentencing, bipartisan legislation, public safety, and supporting victims.
In 2022, she received Fast Company’s World-Changing Ideas Award for her innovations in criminal justice. Hillary is a frequent speaker and has presented at organizations like the American Bar Association, the National District Attorneys Association, Stanford University, University of Pennsylvania, The Sentencing Project, Vera Institute of Justice, among others. She received her J.D. from the University of San Francisco School of Law.
She has appeared on NPR (KQED), CBS (KPIX), KRON4, among others. She has been featured in Fast Company, and her writing has been published by The Washington Post, USA Today, Bloomberg, Newsweek, and the American Bar Association Journal.
